This QWEL class is for landscapers doing business in the City of Surprise and the West Valley. Others may be admitted on a space available basis.
This is an all day, in-person class offered over a 3 week timeframe. The City of Surprise offers this training FREE of charge. It is a 20+ Hour, EPA WaterSense recognized professional development opportunity.
By registering for this class, you agree to attend all sessions listed below. To pass the QWEL course participants must complete an irrigation audit and pass the QWEL exam.
QWEL graduates are certified to perform an irrigation audit and will be listed for hire on the QWEL, and EPA WaterSense websites.

NOTE: Field irrigation audit is August 26, 2026. QWEL Exam will be offered through Monitor Edu and a two week exam window will be open immediately after the class.

Presenter: Sandra Hurlbut is the Water Conservation Coordinator for the City of Surprise. She is a QWEL Instructor, a Certified Landscape Irrigation Auditor, and Certified Irrigation Technician with the Irrigation Association. This will be the 7th QWEL class offered over the last two years. She has completed training in Advanced Smartscape - Irrigation; Master Gardener with Cochise County Cooperative Extension; and Home Horticulture with Maricopa County Cooperative Extension. She has decades of experience as a presenter and likes to employ hands-on learning.
